I don't really like rules against "harassment" and prefer ones based on specific behavior. First of all, because harassment is extremely subjective and in the eye of the recipient. What is normal behavior in one circle (eg massive Hellthreading) is viewed as abusive in another. And second of all, because such rules are easily weaponized. It privileges certain types of people (people with no qualms about playing petty power games) over others. Glenn Greenwald did an article about this. It only works on Fedi because the instances are small enough for the admin to know how the active users mesh with each other.
