If you have 20 cores and one is pegged at 100%, your usage will never show as more than 5% but that core will still be choking.

Oh yes it seems my computer has 24 cores, which is 1 more than my favorite number. So if opening the start menu brings it to 10% on average, this means that it is using one core at about 240% usage. Thank you friend.
