CCP, as I said earlier, does a form of loansharking with countries that they know are likely to default on loan payments. Like any mortgage, when the country cannot pay for the infrastructure, they default and the mortgage lender has the option to grab the collateral. But CCP does this by being a lender of last resort with the goal of setting up ports and bases abroad. It's pretty much playing Go, and they are poised to win and rule in a cuthroat manner.
