Considering the fate of Athens I'd lean toward no one being able to vote. Voting has generally always lead to tyranny. The officials voted for will always find a way to manipulate or buy a vote. The most stable societies have been kings advised directly by the land owners.

I don't mind direct democracy at the local level. Democracy top-down is a disaster even for homogenous societies. Eventually it will crack.

Realistically, the ability for us to project the force required to achieve this objective isn't exactly in the cards. To even begin, we need one unifying call and a new form of leadership to rally with. I think we need to table these ideas and formulate more sound objectives and strategies for getting there.
