It depends; Roman-style democracy doesn't work, and that's what most of the world uses.

The way the ancient greeks did it, where educated orators win over uneducated normies with logical fallacies, doesn't work either.
A democracy has to have the participation of everyone, and requires that everyone have access to unbiased knowladge
